Ion was born in Rumania in 1941, and immigrated to Italy as a refugee with his mother when he was a child. He then lived in Uruguay for 20 years, and as of 1970 he has made of Brazil his home. His house includes his workshop, his many pets and the plants he looks after. Ion studied at the University of Paris as well as in Uruguay, where he graduated in architecture. Ion's professional artistic career includes architecture, urbanism, design, sculpting and painting, in an environment that integrates the different fields of the art world.
Ion has created over 300 pieces of art in the field of large-scale sculptures, which integrates architecture. These include the two concrete panels he sculpted for the facade of the ecumenical chapel of Rio de Janeiro's State University, which measure 36 x 4.20 meters each. There is also the 860 square meter panel he built of brick and wood for Rio de Janeiro's Convention Center.
He has received over 30 awards in architecture, sculpture and design, including de Grand Price for Sculpture at the Fine Arts Exhibition Hall of Uruguay during his first ever exhibit there. Ion has exhibited his work in Colombia under special invitation, as well as in collective exhibitions in London, Paris, Rome, Lausanne, New York, Pamplona, Warsaw, Zagreb, Hamburg, Buenos Aires, Cordoba, Santiago de Chile, Bogotá, Medellin, Mexico City, Lima, Montevideo, Maldonado, Rio de Janeiro and Brasilia.
